Dry chapped cracked skin on hands?

Every winter my hands get dry crack and start to bleed then I get lesions. I put lotion on my hands before they start to get dry but, that don't help they get bad anyway. I have tried to heal them up with carmex, vick's vapor rub, Jergens, petroleum jelly, corn huskers lotion, vaseline intensive care, moisturizers, palmer's cocoa er lotion and neosporin. nothing is helping them any suggestions would be greatly appreciated.
