Why is there no hugging allowed at school?!?

Pda is not allowed at any schools, just about. They are trying to just say, that school isn't for boyfriend and girlfriends its for learning. And when students display pda it makes others uncomfortable and it is a distraction, just like if the pda was being done at a public place.
